A common compliment we get is that so many people say “WELCOME HOME” when visiting Belize. We want you here, we love it here and we want you to find your dream home here.

The Qualified Retirement Program, known widely as the QRP, is one of the most compelling government incentive programs available to foreign retirees anywhere in the Americas. It was created under the Retired Persons Incentive Act, passed by the Belize House of Representatives in 1999, and is administered by the Belize Tourism Board. Its purpose is straightforward: to attract financially independent individuals to live in or spend significant time in Belize by offering meaningful tax exemptions, import duty benefits, and a streamlined residency pathway. What the QRP Is and Is Not
QRP status is classified as Permanent Tourist status, not permanent residency or citizenship. That distinction matters. QRP holders receive a resident card allowing multiple entries without needing a visa, but the card must be renewed annually. The program does not put you on a citizenship track and does not by itself grant permanent residency in the traditional immigration sense. If permanent residency is your goal, that is a separate process that requires one continuous year of physical presence in Belize. Age Requirement
This is the most important fact-check in this answer. The original program required applicants to be 45 years of age or older. The Belize government amended the program to lower the minimum age to 40. The age to qualify for QRP residency is now 40 years old or more, prior to approximately 2023 the age to qualify was 45. The official Belize Tourism Board website and TravelBelize.org, Belize's official tourism portal, both currently state the minimum age as 40. Some third-party guides still reference 45 because they have not been updated since the amendment. Because program requirements can be updated, always confirm the current age requirement directly with the Belize Tourism Board at qrp@belizetourismboard.org or by calling 227-2420 before applying. Income Requirement
Applicants must be the beneficial recipient of a retirement income of at least $2,000 USD per month, or $24,000 annually, generated from a source outside of Belize in an approved foreign currency including the US Dollar, Pound Sterling, the Euro, and Canadian Dollars. Crucially, the income definition has been expanded. Amendments to the law now include social security benefits, home equity, inheritance, reverse mortgages, personal savings, and retirement contribution plans as qualifying income sources. This means applicants who do not have a traditional pension but who have IRAs, 401(k)s, or sufficient savings can now demonstrate qualifying income, broadening the program significantly. Once approved, you are required to open a Belizean bank account and deposit the qualifying income there. The Belize Tourism Board requests annual bank statements to verify ongoing compliance.
The Benefits
The QRP benefits are substantial and are a primary reason the program draws so much attention from prospective retirees.
Tax exemptions on foreign-sourced income are complete. The program grants a permanent exemption from all taxes in Belize on income received from outside the country, including estate taxes, income taxes, and capital gains taxes. (Source: Wrobel & Co. Attorneys, lawbelize.bz) Lawbelize
Import duty exemptions allow QRP holders to bring in personal and household effects duty-free within the first year of approval. A motor vehicle can also be imported duty-free, though the vehicle must be no more than three years old. A boat for personal use and even a light aircraft under 17,000 kg may also be imported duty-free. All importation must occur within one year of the approval date. Dependents, including a spouse and children under 18 years of age, or up to 23 if enrolled in a university, can be included in the QRP application. (Source: Belize Tourism Board)
What QRP Holders Cannot Do
Qualified Retired Persons are not allowed to seek employment or work for pay while in this program. Voluntary work, philanthropy, and investment in Belize are permitted. Business activities are allowed under certain conditions if the business relates primarily to activities conducted outside Belize. If a QRP holder applies for a work permit or permanent residency, their QRP status is revoked and they become liable for duties on all duty-free items imported under the program. The Minimum Stay Requirement
QRP status requires a minimum of 30 consecutive days spent in Belize each year to maintain active status. This is a low bar compared to most international residency programs, and it is one of the features that makes the QRP attractive to buyers who want to maintain ties to their home country while spending meaningful time in Belize. Application Fees and Process
The application is submitted to the Belize Tourism Board with the following fees, which are consistent across multiple sources: a non-refundable application fee of $150 USD, a program fee of $1,000 USD for the principal applicant upon acceptance, $750 USD for each dependent, and $200 USD for the QRP identification card. The card is renewed annually. (Source: Belize Property Center, belizepropertycenter.com; Central America.com)
Required documents include a completed application form, birth certificate, police record from your last place of residence issued within six months of the application date, certified passport copies, proof of qualifying income, a medical certificate including an HIV test, and passport photographs. All document requirements apply to each dependent as well. (Source: IAS Services; Attorney Belize)
Does Property Ownership Factor In?
Property ownership in Belize is not a requirement for QRP status. You can rent long-term and fully qualify. However, many QRP holders do purchase property, and the combination of QRP tax benefits with Belize's no capital gains tax and low property tax environment creates a genuinely favorable long-term financial picture for those who do buy. The QRP itself does not grant any additional property rights beyond those already available to all foreign buyers.
The Bottom Line
The QRP is one of the most accessible, affordable, and genuinely beneficial retirement incentive programs available anywhere. A low income threshold, a streamlined application process, substantial tax and duty benefits, and a minimum stay requirement of just one month per year combine to make it an attractive option for a wide range of buyers. If you are 40 or older, have $2,000 per month in qualifying income from outside Belize, and are drawn to the country for lifestyle or investment reasons, the QRP deserves serious consideration. Confirm current requirements directly with the Belize Tourism Board before applying, as program details have been updated in recent years and individual circumstances vary.
